Task:
C&B Projects
1、Lead the share service centralization project, set up a role model of share service center in PRC HKT, and then cover PRC PCCW;
2、Build up PRC ESS system include but not limited to E-leave, E-OT, E-profile and E-HR report etc.
3、Manage HR outsourcing service providers – CIIC and other local Vendors;
4、Formulate annual C&B programs (AOP, salary increases, DIBS, retention programs and performance bonus scheme etc.);
5、Identify strengths, weaknesses and risks of business processes to provide appropriate projects in supporting business M&A project goals;
6、Build strong relationships and maintain effective communications with all stakeholders to ensure smooth project execution;
7、Propose project plans, prioritize project requests, monitor project completion to assigned deadlines, and ensure quality and timely delivery of solutions within the given budget and resource level.
HRIS Enhancement and Maintenance
1、Take charge of HR system upgrading and enhancement project (Cityray), collect and analyze system requirements by identifying and implementing changes / upgrades to the existing system to support HR programs and services;
2、Monitor the status of project assignments and ensure the project is on schedule, identify issues, conduct the testing and suggest improvement actions;
3、Act as a coordinator/trainer/consultant to help HRIS roll out in China to achieve ongoing system enhancement projects to improve work efficiency;
4、Manages relationships with service vendors as the bridge to request and clarify related requirements to provide daily HRIS technical support for HR users;
5、Daily Maintenance for all HRIS including Cityray, webpage and HR portal;
6、Prioritize a stream of reporting requests, setting clear expectations with customers, gathering requirements and delivering data quickly an accurately;
7、Lead efforts to accomplish significant improvements in process efficiency, speed, quality and delivery by proactively identifying opportunities to solve recurring issues, improve inefficient workflows and enhance user experience.
Policies, Workflow and Process
1、Review and work with BUHRs to develop C&B policies/guidelines, programs and procedures for PRC specific C&B items include but not limited to handbook, leave policy, retirement benefits, etc. ;
2、Conduct regular review on the workflow/process if necessary, such as LHF tax-free workflow, approval workflow for severance payment, T&C menu, and LEA- process);
3、Timely update internal policies and make sure the internal policies can comply with legal requirement including but not limited to maternity policy, statutory benefit regulation and IIT policy workflow etc.;
Team Management
1、Lead South & North China HR Share Service Team to build up a layer upon layer progressive GSC, including Check-in&out Process, Payroll Movement preparation, Leave Management, Social Benefit, Commercial Insurance, Personal File Management, Staff card and Office Administration etc. ;
2、Ensure the availability of suitably qualified and experienced project members to resource and effectively execute the projects to achieve Company’s corporate and project safety, quality, schedule and profitability requirements;
3、Handles ad hoc projects delegated by China C&B Head.
Requirement:
1、University degree, HRM or related majors are preferred.
2、C&B related experience of 5-7 years in multi-national companies, project management experience is preferred.
3、Familiar with PRC legislation.
4、Good PC skill of Microsoft Office and familiar with HRIS.
5、Good command of Mandarin, Cantonese, English (CET6 or above, good at reading and writing).
6、Independent, self-motivated with good team spirit.
7、Customer-oriented, good interpersonal skills, good at communication and people sensitive.
8、Strong analytical and planning abilities.
